Keynote Address - Have the powerful forces trying to boost financial markets, and stop a recession, run out of ammunition?

GDP growth has been gradually falling for the last 30 years, despite lower interest rates, increasing government debt/GDP, and extraordinary injections of liquidity. In other words, both monetary and fiscal policy have been ineffective in stopping the decline. We explore the reason for this economic malaise and its impact on financial markets which have, seemingly, become divorced from reality.
